Peak Gulf hurricane risk runs from about mid-August through October, and that&#8217;s the exact stretch where you&#8217;re finishing certifications, sitting through carrier training, cleaning up your book, and rolling into AEP. Nobody in this market needs convincing that it can happen \u2014 they just need a plan that&#8217;s written down before it does.<\/span><\/p>\n<h2><b>What actually breaks in an agent&#8217;s business when a storm hits?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The short answer: everything that depends on power, internet, mail, or people being where you left them. Most agents discover their weak points during the outage, which is the worst possible time to find them.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> The usual failure list looks like this:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Power and internet go down for days.<\/b><span style=\"font-weight: 400;\"> Your dialer, your CRM, your e-app, your scanner \u2014 all offline if they live on office equipment or a single home connection.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Your office is damaged or inaccessible.<\/b><span style=\"font-weight: 400;\"> Paper files, printers, and that filing cabinet full of Scope of Appointment forms are suddenly a liability.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Clients scatter.<\/b><span style=\"font-weight: 400;\"> Seniors evacuate to family in Dallas, Austin, or out of state. Clients who never got theirs will call you confused in October.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Carrier and cert training gets delayed.<\/b><span style=\"font-weight: 400;\"> Not always \u2014 but your own ability to sit through six hours of modules with no power definitely gets delayed.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Two to four days of disruption is survivable. Two to four weeks of scrambling to rebuild contact lists and re-paper appointments during AEP is not.<\/span><\/p>\n<h2><b>What should a Houston Medicare agent&#8217;s continuity plan actually cover?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">At minimum: your data, your phone, your power, your client communication, and your compliance documentation. If those five hold up, you can work from a hotel in Dallas and barely miss a beat.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> This is less about disaster prep in the FEMA sense and more about making sure your business isn&#8217;t tied to one physical building. Most of the fixes are boring and cheap. It just has to be done in July, not the week a cone shows up on the map.<\/span><\/p>\n<h2><b>Hurricane and disaster continuity checklist for Houston Medicare agents<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Work through this once, then review it every June.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <b>1. Build phone redundancy.<\/b><span style=\"font-weight: 400;\"> A VoIP softphone that runs on your cell, plus call forwarding you can change from your phone, plus a second number your clients already know. If your only business line is a desk phone plugged into an office wall, that line is offline the moment the block loses power.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <b>4. Handle power and connectivity.<\/b><span style=\"font-weight: 400;\"> A modest generator or a battery power station, a car charger, and a mobile hotspot on a different carrier than your primary phone. Charge everything when a storm enters the Gulf, not when it makes landfall.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <b>5. Write a client outreach protocol before the storm.<\/b><span style=\"font-weight: 400;\"> Segment your book by county and ZIP so you can text or call the affected group specifically. Send a short pre-storm message with your alternate number, then a post-storm check-in. Cover your bilingual clients properly \u2014 Houston&#8217;s Spanish, Vietnamese, and Mandarin-speaking senior populations shouldn&#8217;t get a generic English blast and nothing else.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <b>6. There are conditions and time limits, and CMS and carriers have at times issued additional guidance or flexibility for affected areas. Read the current rule each season rather than relying on what you remember from 2017.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <b>7. Map your evacuation and work-from-anywhere setup.<\/b><span style=\"font-weight: 400;\"> Where do you go, what goes in the car, and can you run a full appointment from there? Laptop, hotspot, chargers, license and E&amp;O info, carrier logins in a password manager.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <b>8. Insure your own office.<\/b><span style=\"font-weight: 400;\"> Commercial property and business interruption coverage, and confirm what&#8217;s excluded. Flood is almost always separate. Agents are famously underinsured on their own operation.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <b>9. Know your clients&#8217; provider systems.<\/b><span style=\"font-weight: 400;\"> Memorial Hermann, Houston Methodist, HCA Houston Healthcare including Kingwood, Harris Health, Kelsey-Seybold, and UT Physicians all run different disaster and closure protocols. You&#8217;re not giving medical advice \u2014 you&#8217;re helping a worried client figure out which clinic reopened.<\/span><\/p>\n<h2><b>How does this connect to AEP 2027 specifically?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Because 2027 already has more moving parts than usual, and a storm on top of that is what breaks people. The market is shifting under everyone at once.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Humana announced plan exits for 2027 in late July that affect a large share of its membership, and UnitedHealth has signaled significant reductions of its own. The standalone Part D market has also contracted sharply nationally, with the Part D premium stabilization demonstration set to end December 31, 2026. Translation for you: more displaced clients, more inbound calls, more appointments per week than last AEP.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> On the compliance side, the CMS CY2027 final rule marketing provisions take effect October 1. The 48-hour SOA hold goes away, TPMO disclaimer timing changes, superlative claims require substantiation, and call recording retention moves from ten years to six. Certifications are open \u2014 AHIP since June 22, Humana July 8, Wellcare July 21 \u2014 so there&#8217;s no reason to be doing modules in September when the tropics are active.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Finish certs early.
