You don’t work “East Texas” as one market. You work a network of small markets that happen to sit near each other.
Here’s the thing: the distances are workable. Tyler to Lufkin is about 100 miles. Longview to Marshall is 25. Compared to the Panhandle, you can actually cover ground. But that also means agents in Tyler and Longview compete with each other more than you’d think, and reputation travels fast.

How do you build a book in small towns where everybody already knows everybody?

You earn it slowly, then it compounds. They can move to another MA or Part D plan, or return to Original Medicare with a Medigap policy under certain GI protections. That window is short, and it lands right on top of AEP.
Agents who know exactly who’s in their book, on which plan, in which county, and can reach them quickly tend to retain a large share of displaced members — 40% or better is a realistic benchmark. Agents with a shoebox of paper apps and a phone full of unlabeled contacts lose those people to whoever calls first, often a 1-800 number.
This has nothing to do with which carrier is better. Here’s the playbook we walk agents through:
1. Audit your book now, before October. Every client should be tagged in your CRM with: county, carrier, plan name, effective date, primary provider system, preferred contact method, and language preference. In East Texas, county tagging matters enormously because exits happen at the county level and your book may span a dozen counties.
2. Build a “possible disruption” segment. You don’t know the county list yet, but you can pre-segment by carrier so that the day the notices go out, you’re filtering, not searching.
3. Draft your outreach templates in advance. Keep them factual and process-oriented: your plan is changing for 2027, you have a limited window, let’s review your options together. No benefit comparisons, no steering, no fear language. Compliance still applies during disruption — arguably more.
4. Get ahead of the mail. CMS non-renewal notices reach members around early October. If your call comes after three competitor calls, you’re negotiating. If it comes first, you’re advising.
5. Know the GI clock. Track the 63-day window per affected client so nobody falls off the calendar. Build the reminder sequence in your CRM instead of trusting memory during your busiest eight weeks of the year.
6. Position replacements around providers, not premiums. In this region, “does this keep me at UT Health East Texas” or “does this keep my Christus cardiologist” is the question that actually decides the sale.
7. Run a contract audit. If you’re not appointed with the carriers likely to absorb displaced members in your counties, you can’t help those clients. Your FMO should be flagging that gap in August, not November.

What should your FMO actually be doing during a disruption year?

This is where an FMO earns its override.
